ORDER On August 10, 1995, LAPTOPS, Towson, Inc. d/b/a LAPTOPS, etc. (LAPTOPS) filed this protest with the Board. LAPTOPS is protesting the terms and specifications of a solicitation issued by respondent, Department of the Army, alleging them to be unclear, materially ambiguous, and unduly restrictive of the competition. Before the Board could convene the parties in a prehearing conference, the parties advised that the protest had been settled, and on August 17, protester filed a withdrawal of its protest with the Board.
