                                 ORDER
 
        The parties have  settled all issues  between them and  have
   entered  into  an  agreement  which covers  all  aspects  of  the
   settlement  including interest, attorney  fees, and the  costs of
   filing and pursuing this protest.
 
        The  Department of Transportation  has moved to  dismiss the
   protest based on the settlement.
 
        The motion is granted.  This protest is DISMISSED.
