James Gardner, Office of Counsel, Fleet and Industrial Supply Center, Department of the Navy, Jacksonville, FL; and Eric A. Lile, Office of General Counsel, Naval Supply Systems Command, Department of the Navy, Arlington, VA, counsel for Respondent. NEILL, Board Judge. ORDER This protest was filed with the Board on May 5, 1995, by Spread Information Sciences, Inc. On May 9, the Board convened a prehearing conference.
