                                 ORDER
 
        On  May 4,  1995, Southland  Title of San  Diego (Southland)
   protested the  intended award  of closing  agent services  by the
   Department  of Housing  and Urban  Development  to Balboa  Escrow
   under IFB H09S5001000000.  On May 8, 1995, Southland informed the
   Board, in part:
 
        It is the understanding of Southland Title of San Diego
        that  the GSBCA does  not have juris[d]iction  over the
        above  referenced  appeal.    Therefore,  in   lieu  of
        dismissal of  same at  the pending  hearing, we  hereby
        withdraw the appeal and request you take the matter off
        calendar.
 
        Accordingly,  this  protest  is  DISMISSED  WITH  PREJUDICE.
