                                 ORDER
 
        HSQ   Technology  protested  on  March  16,  1995,  that  in
   conducting  a procurement  as  the  agent  of the  Department  of
   Energy, Reynolds  Electrical and  Engineering Co.  misinterpreted
   solicitation  specifications in  such  a way  as  to violate  the
   statutory requirement for full and open competition in Government
   procurements.
 
        On March 21, HSQ voluntarily withdrew its protest.
 
        The protest is DISMISSED.
