                                 Notice
 
        On Thursday, June 8, 1995,  the Board issued its opinion and
   decision  on the  merits of  these protests.   The  protests were
   denied.  
 
        Because the Board's decision contains information considered
   by the  parties to be  procurement sensitive or  proprietary, the
   Board  has issued  its  decision  subject in  its  entirety to  a
   protective  order.   The parties  have been  asked to  inform the
   Board  of any redactions they consider  appropriate.  Following a
   review of their  proposed redactions, the Board will  decide what
   portions of  the  decision  should be  released  to  the  general
   public.
