ORDER On January 24, 1995, Loral Systems Company protested the intended award by the National Aeronautics and Space Administration (NASA) to General Sciences Corporation (GSC) of a support services contract for the Ocean Color Program. GSC has intervened in this protest as an intervenor of right. Loral's grounds of protest are: (a) NASA failed to evaluate technical proposals in accordance with stated evaluation criteria; (b) NASA failed to downgrade GSC under certain factors of the evaluation criteria as set forth in the solicitation; and (c) NASA failed to evaluate offerors equally in its cost analysis of proposed indirect rates. On February 6, 1995, protester withdrew its complaint and requested that this protest be dismissed with prejudice. Respondent and intervenor have no objection to protester's request. Accordingly, pursuant to Rule 28(a), this protest is DISMISSED. The Board's order suspending respondent's delegation of procurement authority lapses by its own terms. ______________________ ALLAN H.
