ORDER On January 20, 1995, General Technology Inc. protested that the Environmental Protection Agency should not have awarded a contract to Stephens Engineering Company because Stephens' bid was non-responsive. The solicitation requested bids for three items pertaining to local area network operating system software. Protester alleged that as to one of the items, Stephens offered less than the full quantity required. On February 8, the protest was withdrawn. The parties agree that the case should be, and it now is, DISMISSED WITH PREJUDICE.
