ORDER On October 17, 1994, protester, Metropolitan Technical Services, Incorporated (MTS) protested respondent's, Department of the Air Force's (Air Force's), placement of an order for notebook computers to GTSI. The Air Force placed the order against GSA's non-mandatory schedule contract with GTSI, having first published a notice of intent to place the order with GTSI in the Commerce Business Daily. MTS alleged that its response to the Air Force's notice of intent met all requirements, and that the Air Force violated statute and regulation in failing to issue a competitive solicitation.
