(ISG), protested the Department of the Commerce's actions in ordering materials from GTSI's non-mandatory GSA schedule contract instead of issuing a solicitation for competitive proposals in response to an ISG quotation lower priced than the schedule price. The contracting officer has canceled the order and will issue a competitive solicitation. After learning of this action, ISG filed a motion to withdraw the protest without prejudice with the dismissal to convert to one with prejudice upon respondent's issuance of a solicitation regarding the agency needs in question.
