(NOVA) protested the Department of Health and Human Service's (HHS's) award of a contract for federal information processing support services to Data Management Systems, Inc. (DMS). NOVA alleged that HHS: failed to evaluate proposals in accordance with the stated evaluation scheme; inappropriately normalized NOVA's costs; and conducted an unreasonable cost/technical tradeoff. On October 11, 1994, NOVA informed the Board that the parties had resolved the disputed issues, and withdrew its protest. Respondent does not object.
