(ATLIS) protested the award of a contract under solicitation number HCFA-92-034/dk by the Department of Health and Human Services' Health Care Financing Administration (HCFA), to intervenor Forensic Medical Advisory Service, Inc., for Clinical Data Abstraction Center services, i.e., timely and accurate medical record data entry and abstraction, using standard data entry software developed by HCFA. ATLIS intervened in the previous protest of this award by Aspen Systems Corporation (Aspen), GSBCA 12959-P, which was dismissed with prejudice on October 6, 1994. ATLIS moved the Board to allow its intervention to survive the dismissal of Aspen's protest. During the prehearing conference on October 6, 1994, the Board orally ruled that ATLIS could continue to pursue the grounds of protest stated in its intervention, and ATLIS voluntarily withdrew the instant protest. Accordingly, this protest is DISMISSED WITH PREJUDICE.
