ORDER This protest was filed on July 8, 1994, by Metrica, Inc., against the award of a contract by the Department of Labor to Diversified Technical Services, Inc. (Diversified). Diversified has intervened in this protest as an intervenor of right. The contract is for the procurement of facility support services and communication services supportive of the Employment Training Administration. Metrica contends that respondent failed to conduct discussions properly, exhibited bad faith and bias in the development of the procurement, and disclosed information in violation of the Procurement Integrity Act, 41 U.S.C. 423(b)(3). On July 12, 1994, the Board convened a prehearing conference and established a schedule for further proceedings. On July 22, 1994, protester filed a motion to dismiss on the basis of a full and complete settlement.
