ORDER In a protest filed on July 8, 1994, Kira, Incorporated, contends that Stanley Computer Systems, Inc., was ineligible for award of a contract it received from the Department of the Treasury's United States Customs Service. The Government filed motions to dismiss the protest as untimely filed, and for summary relief. Both were discussed at a telephonic conference held on July 13; responses were authorized.
