ORDER This protest was filed by Integrated Systems Group, Inc. (ISG) on May 17, 1994, against the Department of Transportation under a solicitation for the procurement of general purpose automatic data processing equipment. ISG alleges that respondent violated statute and regulation by failing to evaluate proposals in accordance with the solicitation's stated evaulation criteria and failing to refer a responsibility matter to the Small Business Administration.
