ORDER On April 1, 1994, Integrated Systems Group, Inc., protested the award of a contract by the Department of Health and Human Services to Bottom Line Enterprises. The contract was for the acquisition of general purpose automatic data processing equipment. On April 7, 1994, the parties advised the Board in a prehearing conference that they had agreed to refer this matter to the Small Business Administration for resolution. This has in fact been done.
