                                 ORDER
 
        On  December 7, 1993, EPI Systems, protester, challenged the
   award of  a contract to intervenor, Wavefront,  by the Department
   of the  Army, respondent.  A prehearing conference was held and a
   hearing schedule was set.  Protester filed a notice of withdrawal
   of  protest  on  Friday,  December  17,  1993.    Respondent  and
   intervenor  were contacted by  protester's counsel.   Pursuant to
   Rule 28(a)(1) and the stipulation of the parties, this protest is
   DISMISSED WITH PREJUDICE.
