                           Order of Dismissal
 
        This protest was filed by Rowe Contracting  Service, Inc. on
   September 21, 1993.  
 
        The   protest  in  question   was  assigned   docket  number
   GSBCA 12582-P.  Before an order for  further proceedings could be
   issued, however, protester  advised the Board that  it recognized
   that the Board of Contract  Appeals was not the appropriate forum
   in  which  to  file  its  protest and  that  it  was,  therefore,
   withdrawing its case.  
 
        Accordingly,  pursuant  to  Rule  28(a),  this   protest  is
   dismissed without prejudice.  The dismissal shall be deemed to be
   one "with prejudice to its reinstatement at this Board" five days
   from  the  date of  this  order  unless  a  party moves  for  its
   reinstatement prior to the expiration of that period.
