(ISG), was filed on September 13, 1993. ISG alleges that the Department of the Army violated statute and regulation by failing timely to notify ISG of award, refusing to permit ISG to review bids, and awarding to a noncompliant offeror. On September 27, 1993, protester withdrew its protest and moved for a dismissal with prejudice. Respondent and intervenor pose no objection to the motion.
