ORDER On August 20, 1993, the Board docketed a protest filed by GTE Northwest Incorporated (GTE). GTE protested the terms of solicitation number N66032-3-R0-0008, which was issued by the respondent, United States Department of the Navy, Information Technology Acquisition Center, Washington, DC, for a digital switching system for commercial-type telephone services for the Naval Station in Everett, Washington. The protester alleged that the solicitation "violates statutory requirements for full and open competition." On August 23, 1993, the Board received from the parties a joint motion to dismiss without prejudice, which states: Discussions between the parties to this protest have resulted in the Navy's extension of the time for receipt of initial proposals under Solicitation No. N66032-93-R-0008 to 2:00 P.M. September 7, 1993. Further, it is agreed that each party shall bear its own expenses and attorney fees incurred to date related to this protest. WHEREFORE, based upon the foregoing discussions and agreements, the parties jointly move the Board to dismiss this protest without prejudice. Accordingly, the protest is DISMISSED WITHOUT PREJUDICE.
