Collins & Associates filed this protest against respondent, the Department of the Navy. It concerns a procurement by the Naval Medical Logistics Command for medical services. At a prehearing conference called by the Board on August 12, 1993, protester acknowledged that this protest is outside the Board's protest jurisdiction. In recognition of this fact, protester asked that the protest be dismissed. Counsel for respondent posed no objection. Pursuant to Rule 28(a), therefore, this protest is dismissed without prejudice.
