NOTICE On Thursday, September 30, 1993, the Board issued its opinion and decision on the merits of this protest. The protest was GRANTED. Respondent was directed to reevaluate protester's proposal and make an award consistent with the terms of the solicitation, or, if respondent determines that the solicitation did not reflect its needs, revise the solicitation to accurately reflect its current justifiable needs, or otherwise proceed in accordance with statute and regulation. Because the Board's decision contains information that may be considered by the parties to be procurement sensitive or proprietary, the Board initially issued its decision subject in its entirety to a protective order. The parties were advised to inform the Board of any redactions they consider appropriate within three working days from the time of the release of the decision to the parties.
