DeGRAFF, Board Judge. ORDER On June 28, 1993, the Board docketed a protest filed by Electronic Systems and Associates Inc. (ESA). In its complaint, ESA states that it was debarred by the National Aeronautics and Space Administration (NASA) and that NASA's debarment decision prevents ESA from participating as a subcontractor in any of NASA's procurements. ESA's complaint also states that it filed this protest in order to challenge NASA's debarment decision. On July 2, 1993, the Board received ESA's withdrawal of the protest for lack of jurisdiction.
