ORDER On May 12, 1993, Innova Communications filed a protest with this Board contesting its exclusion from the competitive range and from further participating in a procurement conducted by the respondent, the Department of the Navy. On May 20, 1993, the parties filed a joint motion to dismiss without prejudice to reinstatement within ten calendar days of that date. Further, the parties agree that the dismissal shall be with prejudice to reinstatement if protester does not move for reinstatement within ten calendar days from May 20.
