(ISG) filed this protest with the Board on May 11, 1993, alleging that a procurement by the Library of Congress for acquisition of general purpose automatic data processing equipment violated applicable statutes and regulations. On May 14, the Board received ISG's voluntary motion to dismiss the protest, which provided as follows: Integrated Systems Group, Inc. respectfully moves the Board in accordance with Rule 28(a)(1), for voluntary dismissal without prejudice each party to bear its own costs and attorney's fees. ISG requests that the requested dismissal convert to prejudice 10 days after the Library of Congress makes a final determination regarding the acceptability of ISG's proposal. ISG makes this request based [sic] the Library of Congress's decision to review its decision by opening discussions with ISG. Government counsel had no objection to the dismissal.
