NOTICE On Friday, July 16, 1993, the Board issued its opinion and decision on the merits of this protest. The protest was GRANTED. Respondent's delegation of procurement authority was revised so that ISG's bid may not be rejected as nonresponsive, and respondent may make award consistent with the Board's opinion, or revise the solicitation to reflect accurately its current justifiable needs or otherwise proceed in accordance with statute and regulation. Because the Board's decision contains information which may be considered by the parties to be procurement sensitive or proprietary, the Board initially issued its decision subject in its entirety to a protective order. The parties were advised to inform the Board of any redactions they consider appropriate within three working days from the time of the release of the decision to the parties. The Board will then determine which portions of the opinion will be released to the public.
