Customs Service, Department of the Treasury, Washington, DC, counsel for Respondent. DANIELS, Board Judge (Chairman). ORDER On April 20, 1993, Management Systems Services, Inc. protested that the placement of an order by the Department of the Treasury's Customs Service against a General Services Administration non-mandatory schedule contract had been contrary to regulatory requirements.
