On March 15, 1993, protester Raytech Engineering, Inc. (Raytech) filed a motion for award of protest costs pursuant to Board Rule 35(a)(1). The Board granted the underlying protest on all issues, finding that the Navy had violated statute and regulation in awarding to a company which did not provide a commercial off-the-shelf product by the time frame required in the solicitation and that the Navy had engaged in improper discussions with Raytech. In its motion for costs, Raytech claims a total of $67,474.53 representing legal fees of protester's outside counsel in the amount of $57,016.25 and disbursements in the amount of $10,458.28. The Board has independently reviewed the documentation submitted in support of the motion for costs and concludes that the attorney fees sought are proper and eminently reasonable, as are the disbursements.
