ORDER On March 12, 1993, System Automation Corporation filed a protest at the Board concerning a solicitation issued by respondent, Department of the Treasury, for the acquisition of automatic data processing services. The protest alleged that respondent was failing to obtain full and open competition under solicitation number CS-93-004. Specifically, protester contended that the agency was unfairly favoring the incumbent by including in the solicitation requirements which exceed the agency's minimum needs. On March 31, 1993, protester filed a notice of settlement and requested that the protest be dismissed. Respondent has no objection to the dismissal.
