GDI's protest was DISMISSED WITH PREJUDICE. GDI's request to intervene as an intervenor of right in Pindar's protest was DENIED. GDI's request to intervene as a permissive intervenor in Pindar's protest was GRANTED. Because the Board's decision contains information considered by the parties to be procurement sensitive or proprietary, the Board initially issued its decision subject in its entirety to a protective order.
