MOTION FOR PROTEST COSTS GRANTED IN PART: July 14, 1993 GSBCA 12221-C(12012-P) FEDERAL COMPUTER CORPORATION, Protester, v. DEPARTMENT OF THE NAVY, Respondent. Gerard F. Doyle and Scott A. Ford of Doyle & Bachman, Washington, DC, counsel for Protester. Ellen D. Washington, Information Technology Acquisition Center, Department of the Navy, Washington, DC, counsel for Respondent. Before Board Judges DANIELS (Chairman), LaBELLA, and PARKER. DANIELS, Board Judge. After the Board granted a protest brought by Federal Computer Corporation (FCC), Centel Federal Systems, Inc. v. Department of the Navy, GSBCA 12011-P, et al., 93-2 BCA 25,648, 1992 BPD 359, this prevailing party filed a motion for reimbursement of the costs it incurred in filing and prosecuting the case. FCC requested that the Board award it $259,618.21 -- $240,427.50 in attorney fees and $19,190.71 in expenses incurred by counsel for deposition and hearing transcripts, photocopying, and other litigation-related services. The Department of the Navy, respondent, does not oppose the motion. We have independently reviewed the request and conclude that with one small exception which is described below, it is properly documented and reasonable in light of the complexity of the case. We consequently grant the motion in large part. FCC has separately moved the Board for award of proposal preparation costs in the amount of $2,706,620.50. We have authorized the Navy to review this request and respond to it. The instant decision does not address this particular matter. Among the attorney fees requested as protest costs are $1,687.50 stemming from legal research into the allowability of proposal preparation costs. We defer until a later date, when those costs are reviewed, the question whether to reimburse FCC for these fees. Decision FCC's motion for an award of protest costs is GRANTED IN PART. We award to FCC $257,930.71, to be paid, without interest, from the permanent indefinite judgment fund, 31 U.S.C. 1304 (1988). 40 U.S.C. 759(f)(5)(C) (1988). _________________________ STEPHEN M.
