ORDER On November 12, 1992, the Board docketed a protest filed by University Systems, Inc. (USI). USI protested the award of a contract for automatic data processing equipment, under solicitation number N00163-92-R-0436, to International Data Products Corporation by the respondent, Department of the Navy, at the Naval Air Warfare Center, Indianapolis, Indiana. The protester alleged that the respondent violated the provisions of "41 U.S.C. Sec. 253b(d)(4); and FAR [Federal Acquisition Regulation] 15.605 and 15.609(a)" in eliminating its offer.
