ORDER This protest was filed by Micro-Tech U.S.A. on October 15, 1992. The solicitation is for the acquisition of computer hardware and software by the Department of the Army. Micro-Tech contends that the cancellation of the solicitation was arbitrary and capricious. On November 3, protester and respondent filed a joint motion for dismissal with prejudice.
