On September 8, 1992, International Software Technology (IST) protested the Department of Justice's award of a contract for data entry software. Award was made on July 29, with notification of award made that day. We convened a prehearing conference, and discussed, among other subjects, the timeliness of the protest. Protester's counsel agreed to review the timeliness issues presented. On September 22, counsel for the parties filed a motion to dismiss, having stipulated in the motion that the protest had not been filed in a timely manner.
