(Telcom) protested solicitation number MC-599-24-91 issued by the Department of Veterans Affairs (VA) for a voice/data telephone system for the VA Medical Center in Livermore, California. On July 9, 1992, Telcom filed a request that the protest be dismissed with prejudice with the understanding that the VA will issue an amendment to the solicitation.
