ORDER On March 28, 1995, Lyn Contracting (Lyn) appealed the final decision of a General Services Administration contracting officer denying Lyn's claim under contract number GS-01P-94-NLC-0020 for painting of the common space in the Federal Building and U.S. Courthouse in Springfield, Massachusetts. On November 6, 1995, the parties filed a joint motion for dismissal of the appeal with prejudice, stating in pertinent part: 1. A bilateral modification has been entered into between the appellant, Lyn Contracting Co., Inc. and respondent, General Services Administration, which settles all disputes under GSBCA No. 13227. 2. The General Services Administration has agreed to pay the appellant $7,500 plus interest relating to contract GS-01P-94-NLC-0020. . . . 3. The parties to this appeal request and stipulate that the Board dismiss the above-captioned appeal with prejudice, as all disputes thereunder have been settled. 4. The parties hereto additionally stipulate that upon issuance of said Order of Dismissal with Prejudice, neither party shall move for reconsideration, nor appeal to any appellate court, nor otherwise challenge the order in any way.
