        The parties have settled all matters in dispute between them
   in GSBCA Nos.  12721 and  13173, and have  moved to dismiss  both
   appeals with prejudice under our Rule 28(a).
 
        The  motion  is  granted.   Both  appeals  are DISMISSED  as
