Sawyer, Office of General Counsel, General Services Administration, Washington, DC, counsel for Respondent. HYATT, Board Judge. ORDER On August 28, 1992, AT&T Communications, Inc. filed this appeal from the final decision of the contracting officer denying AT&T's request for an equitable adjustment under contract number GS00K89AHD0008.
