DANIELS, Board Judge. A General Services Administration (GSA) contracting officer terminated for default a contract with American Power, Inc., for the installation of underground electric service at the Denver, Colorado, Federal Center. The contractor appealed that decision to this Board. We granted the appeal and converted the termination of the contract into one for the convenience of the Government. American Power, Inc., GSBCA 8752, 90-2 BCA 22,811. Subsequently, American Power submitted to the contracting officer a termination cost proposal requesting payment of $1,015,325 for unpaid contract work, convenience termination costs, wrongful suspension of work, and damages arising from wrongful termination for default, plus interest thereon. The contents of the proposal were later styled a claim. The contracting officer did not respond substantively to the contractor's entreaties, and on August 20, 1992, American Power appealed to the Board from the deemed denial of the claim. On September 7, 1993, the parties jointly filed a settlement agreement which contains the following provisions: 1. GSA will pay to American Power the sum of One Hundred Ninety Thousand Dollars and No Cents ($190,000), inclusive of interest, both Prompt Payment Act and CDA [Contract Disputes Act], through July 21, 1993. 2. American Power shall also be entitled to interest on the net settlement amount ($190,000) at the rates set by the Secretary of the Treasury (pursuant to Public Law 92-41 (85 Stat. 97) for the Renegotiation Board) from July 22, 1993, until paid. 3. GSA and American Power, upon the joint execution of this Settlement Agreement, agree to submit Docket No. 11982 to the General Services Board of Contract Appeals (GSBCA) for decision in accordance with the terms of the Settlement Agreement. Within seven calendar days after receipt of the Board's decision, both GSA and American Power will submit certificates of finality to the GSBCA with a request that the GSBCA certify the amount set forth in Paragraph 1, above, to the General Accounting Office for payment.
