ORDER On June 28, 1991, respondent, the General Services Administration (GSA), awarded a contract to appellant, Woodrow Wilson Construction Company, Inc., for the construction of a new federal courthouse building in Baton Rouge, Louisiana. Appellant filed a claim with the contracting officer seeking an extension of the contract completion date by thirty-nine days for July- October 1991, due to severe weather conditions. On January 23, 1992, respondent granted the claim for thirteen days and denied the remainder. Appellant then filed a second claim with the contracting officer seeking another extension by nine days for November 1991. Respondent denied this claim on March 12, 1992. Appellant filed its notices of appeal of those decisions on April 23, 1992, and the Board docketed them as GSBCA 11808 and 11809, respectively. On February 1, 1993, the two cases were consolidated. The parties completed discovery and the case was scheduled for hearing on June 15-16, 1993. On May 27, the parties advised the Board that a settlement had been reached and on July 6 filed a stipulation for dismissal with prejudice.
