PARKER, Board Judge. ORDER Appellant filed this appeal with the Board on October 8, 1991. The appeal is from a contracting officer's decision dated July 9 concerning a vehicle purchased from the General Services Administration, which appellant alleges was misdescribed. The contracting officer's final decision was issued on October 17. The Board received appellant's complaint on November 26. Respondent's Rule 4 appeal file was received on December 16. Respondent's answer to the complaint was received on February 18, 1992. On April 7 the Board issued a scheduling order in this appeal, and procedural elections were to be submitted by May 7. The Board, not having received any response from either party, on July 23, issued an order to show cause by August 3 why the Board should not dismiss this appeal with prejudice for failure to prosecute.
