ORDER On March 29, 1991, the Board docketed an appeal from a con- tracting officer's decision of March 4, 1991, denying the appellant's claim for additional costs due to change request number 10 and asbestos abatement work under contract number GS- 07P-88-HUC-0095. On November 25, 1991, the Board docketed a second appeal from a contracting officer's decision of November 13, 1991, for additional work. Appellant's complaints, respondent's answers to the complaints, and the Rule 4 appeal files were filed with the Board. The appellant moved to consolidate the two appeals which motion was not opposed by the respondent. We held a prehearing conference with the parties. We consolidated the appeals, set dates for the completion of discovery, and for the merits hearing. On August 4, 1992, the respondent filed with the Board a copy of a stipulation of dismissal signed by both parties. The stipulation states: The parties agree that the disputes in the above captioned appeals have been resolved. The parties further agree that these appeals should be dismissed with prejudice in accordance with Board Rule 28(a).
